English in Chile is just boosting; since our latest presidents have signed lots of commmercial treaties with european, asian and northamerican countries; English is becoming in the essencial tool to communicate, make commercial transsactions and even get to any agreement, because English is the standard language.
Nowadays our government has realized how urgent and important is to include it in the educational programmes, and that is why the educational programms are changing and english is been given more importsnce , and even in a couple years, it will be evaluated in every school just like spanish language, maths, tc...beause they seem to care about that now.
There is any miraculaous teaching programme who becomes aour population in a bilingual country, the only possible solution is to reinforce the quantity of hours of english at school and give facilities to the polpulation to learn it.
The future for English is bright, thus the ones who have english included as a second language.
The teachers and Ministry task now is to adecuate programms and find the most effective way to become our population in a country with a second language included, so the new commercial treaties, facilities and anything that authorities do with the countries abroad be a matter of everyone concern, not only because people`s interests but also because people get to know what are they dealing about and have no doubts about the veracity of what are they told.

ChileanTeachers Language v/s Lang. Use
Language teachers in Chile are poorly prepared for many reasons. One of them is because ther is not enough tools to evaluate their level of English here in Chile, and everything is centralized in Santiago, so everytime a teacher wants to tak a quick course or evaluation needs to travel and for people from regions sometimes is not posible.
In public schools mostly, english teachers are those who got the english degree after working as headteachers and sometimes the mention of english are taken on the distance, eventhough is essencial to learn english pressencial classes.
Most of them have never been abroad, in an english speaking country, which makes a lot difference, because with a short period abbroad a preffesional is able to get the acent and understand the ir culture to transmit it to their students later.
About the use of the english language among english teachers and inside the classroom, I think it is poor and very basic; only the 50% percent of them have fluency and good pronunciation, so with that kind of teachers is almost impossible to get good results among students.
It is also difficult to make a full spokenenglish class because most of the high school student do not show real interest in learning when the are not understanding.There fore eng. classes must be more dinamic, using the different types of approaches and theories of teaching to find the right to get most of the student`s attention.
Finnaly, I support that is good idea to offer retirement to those old english teachers who have not updated their knowledges about teaching (new strategies), it is urgently important to replace them for others who really are better prepared and be able to evolutionate with the times.

The elaboration of this new proposal law was done during the months of summer, the project is now on the parliament . It has some elements very valious , such as those on article second, third, fourth, fifth and seventh.But there are some negative points that the archbishop montions:
1- The educational regulation must be the output of a big agreement and it has to be stablished and modified with a huge quorum in both chambers. This means that if this law is changed without the acceptance of a big majority , it would lose the character of CONSTITUTIONAL LAW. And besides, we are talking about "the general framework of the chilean education"so, it means that thay are regulating a matter of unmeasurable importance.
2- A regulation which is supposed to be better than the current one must have rules that assure the quality of the services that al students of the country must receive.
The claim for better education of quality of the services that all students of the country must receive.
The claim for a better education of quality by high school students shocjçhed the whole country last year. They refered mainly to public schools where the quality of education was not good enough.
3- An educational law that looks for quality accepts and promotes the diversity of the system.
4- Is convenient to boost the measures to increase private investments in Education: Not all the schools from created by churches or religious congregations want to make a profit, so it would be good to reformulate that reforms.
5- The project confusses selection and iscrimination.
6- Is not acceptable to eliminate in the objectives of basi and high school education, the important dimension of reality and spiritual formation. But from this statements , there are 2 important questions:has this project of law get to express on a right and long term way, the will of giving to everyone an education of quality , and if it is so, respecting the principles of freedom and flexibility?. Sholdn`t be the state with its rol of provider of guarantied and free education for every chilean who needs it?
